Berlin council directs staff to develop ditch maintenance plan; staff outlines cost estimates

Vice President Barrell made the motion that the "town move toward develop[ing] a ditch maintenance plan and operations"; a council member seconded. The motion passed unanimously with one council member absent.
Public works and planning staff told the council they have compiled analyses that estimate the costs to proceed: about $150,000 to study and identify ownership for stormwater ditches, roughly $200,000 in capital equipment to perform maintenance safely and an estimated $80,000 in salary costs to hire or reassign specialized equipment operators. Staff cautioned the council that the town currently lacks the equipment and trained operators and that some ditches touch private property and may require agreements or easements.
Councilors asked for a revenue plan to support the program if the town assumes maintenance responsibility, noting stormwater fee revenue (residential stormwater fee collections of about $162,000 were cited) might need to increase materially to cover a town-operated maintenance program. Staff said they would provide options such as incremental stormwater-fee increases, capital reserve allocations or targeted grants.
