Daviess County Salary Commission approves 5%–10% COLA range for employees and elected officials

DAV IESS COUNTY — The Daviess County Salary Commission on Nov. 20 elected Prosecuting Attorney Annie Gibson as chair and unanimously approved a cost-of-living adjustment (COLA) range of 5% to 10% for Jan. 1, 2025, to apply to all full- and part-time county employees and elected officials.
Annie Gibson, Prosecuting Attorney and chair of the Salary Commission, presided after Sandy Dustman, the Circuit Clerk, called the meeting to order at 1:00 p.m. County Clerk Rachel Taylor presented the county’s fiscal report, saying the 2024 assessed valuation is $171,776,406, an increase of $5,675,103 from 2023. Sales tax receipts through Oct. 31, 2024 were $677,586.45, up $40,746.14 from 2023; use tax through Oct. 31 totaled $104,414.66, down $3,075.58 from the prior year.
Taylor reported general fund budget figures for 2024 as budgeted revenue of $2,137,224.88 and budgeted expenses of $1,954,279.03. Actual revenue through Oct. 31 was $1,770,352.08 and actual expenses were $1,457,422.43, leaving approximately $496,856.60 in unspent budgeted expense authority.
After discussion of a range of 5% to 10% for a Jan. 1, 2025 COLA, Sheriff Larry Adams moved to approve the 5%–10% range and to allow the Salary Commission to set the final percentage during the county’s budget hearing; Jason Smith, Coroner, seconded the motion. The Commission then conducted a roll call vote; the minutes record unanimous aye votes from Rachel Taylor (County Clerk), Annie Gibson (Prosecuting Attorney/Chair), Lacey Corwin (Collector/Treasurer), Aaron Piburn (Assessor), Larry Adams (Sheriff), Jim Ruse (Presiding Commissioner), David Cox (Commissioner, 1st District), Jason Smith (Coroner), and Wayne Uthe (Commissioner, 2nd District). The motion passed.
The minutes also show the Salary Commission certified on Nov. 20 that it met pursuant to law and reported a plan to increase base compensation for county elected officials by 5% to 10% of the maximum allowable compensation under statute. The certification notes that this increase still incorporates a 2% COLA previously approved by the county commissioners in 2016 and a 2% COLA the Salary Commission approved in 2023 that began in January 2024.
Aaron Piburn, Assessor, moved to adjourn at 2:00 p.m.; Jason Smith seconded and the meeting was adjourned. The minutes record signature lines for the chairman’s approval and clerk attestation.
