Union City Council approves bridge grant application, tax exonerations and several finance moves

The Union City Borough Council on June 25 unanimously approved a package of routine resolutions and finance actions, including a $400,000 grant application for the Willow Street bridge and tax exonerations for two properties recently purchased by the Erie County Land Bank.
Councilor Osborn moved and Councilor Kerns seconded a resolution authorizing submission of a $400,000 application to the Multimodal Transportation Fund to replace the Willow Street bridge; the motion carried unanimously. Councilors also voted to exonerate taxes on 11 Maple Street and 48 Atlantic Street following the properties' purchase by the Erie County Land Bank; Councilor Joyce moved and Councilor Steadman seconded those motions, which were approved unanimously.
Other approved finance and project items included an invoice payment to Cross Paving for $104,740.81, with $92,130.00 paid from the Liquid Fuels fund and $12,610.81 from the General Fund; a resolution applying $15,625 in County Aid to the Suit-Kote seal-coat payment; and a decision to provide 2–3 loads of milled paving material to the American Legion ballfield. All motions passed unanimously.
Council also approved administrative and treasury actions: awarding four Renaissance Grant applications totaling $17,675 for the 2023–2024 grant period (with two applications totaling $9,452.65 carried forward to 2024–2025); opening a PLGIT Checking & Prime account and transferring approximately $140,000 from the Capital Equipment account to earn a higher interest rate (motion by Councilor Kerns, seconded by Councilor Steadman); and posting removed playground equipment for sale on Municibid (motion by Councilor Kerns, seconded by Councilor Steadman). Each motion carried without opposition.
Borough Manager Cindy Wells also reported that the Union City Volunteer Fire Department repaid a $59,250 ambulance loan in full and that the borough received a $100,000 ECGRA Renaissance Grant. The solicitor is expected to present written findings on an outstanding UC Chair matter by mid-July.

Next steps: the Willow Street grant application will proceed through the Multimodal Transportation Fund process; borough staff will coordinate required application materials. Several administrative items (Renaissance grant awards, account transfers, and asset disposition) will be implemented by borough staff as recorded in the minutes.
