Ruidoso council approves $349,357 OpenGov contract for procurement, project and grants management

The Village of Ruidoso approved a three-year agreement to license and implement OpenGov's public service platform for procurement, project and grants management at a total cost of $349,357.35 (including New Mexico gross receipts tax).

Madison, a village staffer, told the council the $349,357.35 price covers the first year's subscription and professional services for implementation and data migration; subsequent years are lower subscription amounts. Judy and Christie said staff currently track roughly 50 active grants across many spreadsheets and expect the platform to centralize deadlines, agreements, reporting and closeout tasks. "There's just no way that we can keep up 250 spreadsheets at one time," Judy said.

OpenGov representatives demonstrated the platform's command center, procurement templates, scope-of-work library, AI-assisted scope creation, and a grants dashboard that produces compliance checklists and burn-rate reports. They said the platform supports unlimited users and integrates with Outlook calendars and reporting templates, which staff argued will reduce time spent chasing signatures and improve vendor outreach.

Councilors asked about implementation, sample references and whether other New Mexico cities had positive experiences; staff referenced positive feedback from Gallup, Carlsbad and others. The council approved the contract by roll call.

Next steps: staff will proceed with data migration and training, prioritize workflows for procurement and grants, and provide periodic implementation updates to council.
