Board awards elementary addition contract to Genesis Contracting Group after low bid retraction

The North Bend Central Public Schools Board unanimously approved a contract award to Genesis Contracting Group for the North and Central elementary addition after the apparent low bidder withdrew its submission.

In a presentation to the board, Tim Rip summarized the bid opening: "competitive bid day last week we had 12 biders, which is extraordinary," and said the apparent low bidder, Sand Creek, contacted staff to retract its bid after identifying a transposed plumbing number that left it about $300,000 short. Rip said Sand Creek requested to pull its number, and staff contacted the next-low bidder to confirm their ability to perform.

District staff recommended moving forward with Genesis Contracting Group, whose base bid was presented at about $2.676 million. After a brief board discussion about bid spread and market competitiveness, a board member moved to accept the Genesis bid, a motion that was seconded and carried on a 5-0 vote.

The board vote followed discussion of bidder qualifications; Rip described Genesisand its principal Mitch Holtas a firm that has worked on local projects and with area districts and said they were comfortable with Genesispast performance and capacity. The board did not entertain any substitute award motions after the low-bid retraction.

Next steps: staff said they will set up pre-construction meetings and proceed with contracting and pay-app processes. The district flagged that pay-apps will be processed through the building fund as the project progresses.

Outcome: contract award to Genesis Contracting Group, board approval 5-0.
