UDOT details programming workshops and Unified Plan adds new statewide financial model

UDOT staff told the Joint Policy Advisory Committee that the agency has completed two programming workshops this spring that establish program funding buckets and project recommendations leading into the Statewide Transportation Improvement Program.
Ben Huitt, deputy director at UDOT, said the March workshop set program priorities and that the May session focused on project‑level recommendations. Highlights included programming work on Mountain Green (I‑84 interchange), early FrontRunner preparatory tasks to coordinate work windows with a major I‑15 rebuild, and initial allocations for the Utah Trail Network. Huitt said programming accounts for reduced state revenue this cycle (roughly a $30 million reduction was mentioned in discussion) and that some state programs were already programmed into 2031 depending on the funding stream.
Separately, Lenise Davenport (Mountainland Association of Governments) and Andrea Olsen (UDOT planning) outlined updates to the statewide Unified Transportation Plan for 2027. The plan now includes a newly completed statewide financial model intended to provide better, standardized forecasts and to help partners understand how projects fit within long‑range revenue expectations. Davenport asked JPAC for feedback on communications emphasis areas for the plan—suggested themes included economic opportunity, quality of life, multimodal access and growth pressures—and noted the interactive Wasatch Choice map can filter projects by district or interest.
Speakers urged making plan outputs more consumable for elected officials, developers and constituents (for example: one‑page district project lists and translated materials showing what the plan means for specific jurisdictions).
What happens next: UDOT will seek commission approval of programming recommendations in June; the Unified Transportation Plan team will continue outreach and bring communication themes back to JPAC in September.
