New UTA commission model advancing; nominees with local government backgrounds move through confirmation

State and regional officials gave JPAC an update on the implementation of legislation that changes UTA’s governance structure from a three‑member, full‑time board to a seven‑member, part‑time commission.

Jay Fox, online to update the committee, said the nomination and confirmation process is underway and that three governor‑appointed nominees from councils of governments have already gone before the confirmation committee. He named the types of candidates expected—former municipal leaders and local planning professionals—and said legislative appointments from the speaker and the president are still pending.

Fox emphasized three operational priorities for the incoming commission and UTA leadership: "advocate regionally," to ensure UTA is treated as a regional system serving 80% of Utah’s population; "expand sustainably," meaning capital growth must be accompanied by reliable operating funds and workforce capacity; and "maintain deliberately," meaning a continued focus on state of good repair with no deferred maintenance backlog.

Local officials at the meeting welcomed nominees with municipal experience, saying that continued strong local engagement was a legislative goal during the governance reform process.
