The New Albany Planning Commission on Jan. 21 approved a conditional use allowing a model home on Lot 102 at Courtyards at Haines Creek.
Staff said the proposed model home is consistent with previously approved elevations for the development and that corner lots require enhanced elevations. Staff recommended two conditions: the model‑home permit would be for two years or until the last lot in the development is sold, and the model‑home sign location must meet the code provisions cited in the staff report (c o 11 69.1 e). The staff report noted the applicant did not provide a sign distance, and staff listed that as a condition of approval.
Kelly Fankhauser of EPCON Communities said the model was sited near the clubhouse to facilitate sales operations (the sales trailer will continue until the clubhouse is built, which the applicant estimated will be ready around July). Fankhauser said roughly 15 homes are sold to date and requested the commission consider a three‑year duration; commissioners said two years is the typical period and preferred that time frame as a regular check‑in.
Ron Davies, a nearby property owner, asked for confirmation that sales would be conducted out of the trailer until the clubhouse opens and requested that the lighting plan on the western boundary not change until adjacent lots are built; staff confirmed lighting will not change.
A motion to approve CU 1042025 with the conditions in the staff report passed with all votes in favor. The approval permits the model home under the stated conditions and leaves the commission able to review extensions or modifications in the future.
