Staff said nothing in the original approval has changed and that the planning commission is allowed to approve extensions of final development plans when the applicant shows good cause. Tom Newcomb, the civil engineer on the project with Environmental Design Group, told the commission the client seeks more time because of uncertain construction timelines and rising construction costs.
Commissioners discussed that the property has transferred to a bank and that no construction permits or drawings had been submitted to date; several members said it would be reasonable to ask the applicant (or bank) for a construction schedule or permitting timeline as a condition or to request bank representation at a subsequent meeting to provide more certainty. Staff said requiring a construction/permitting schedule could be added as a condition of approval.
After discussion, a commissioner moved to approve FDP 97 2025 subject to the conditions in the 2023 staff report; the motion passed with all votes in favor.
Staff and commission comments made clear the extension preserves the previously approved design and conditions; the extension does not alter conditions but allows the applicant additional time to obtain permits and start construction. The commission noted there is no numerical limit on the number of extension requests, but each extension requires demonstration of good cause.
