Biddle said year-to-year changes in each district's budget are driven primarily by that district's debt service schedule, projected O&M costs and the use of fund balance. He identified Estrella Mountain Ranch as showing the largest dollar change this year "driven by amounts and timing of debt issuance planned last year versus this year," and noted that Wildflower Ranch numbers show the largest percentage change but represent relatively small dollar amounts.
On combined rates across the city's CFDs, Biddle said the rates are "either the same or less than they were last year, and that's by design how the rates are managed internally." He called out Wildflower Ranch 2 as having the largest single rate change, saying it moved "27 versus 26." The transcript does not specify the units used for that figure.
Procedurally, Biddle said the board would receive public comment, close the hearing and then adjourn and immediately open a special district meeting, "as dictated by statute," to adopt the final budgets; property tax levy adoptions are scheduled for a June 22 meeting.
