Council approves Athens Services amendment to implement organics program for businesses, adds senior discount; commercial fee set for Prop 218 review

The Glendora City Council on June 9 approved Amendment No. 5 to the city's franchise agreement with Athens Services, formalizing a citywide three-container solid-waste service for commercial and multifamily properties to comply with California Senate Bill 1383.
Management Analyst Stephanie Ryan said the amendment adds mandatory trash, recycling and organics collection for businesses and multifamily properties, moves commercial accounts from a pay-as-you-throw model into a bundled-standard service with 96‑gallon recycling and 64‑gallon organics containers as base service, and requires outreach and contamination monitoring. Athens will continue quarterly pressure-washing and expand the porter services on Glendora Avenue at no additional cost to the city.
To offset compliance costs, the proposed maximum-rate exhibit includes a phased supplemental fee of $235 annually for commercial and multifamily accounts beginning July 15, 2026 and continuing through July 1, 2030. That supplemental fee will be subject to a Proposition 218 property‑owner notice and public hearing; the city mailed Prop 218 notices in late May and scheduled the public hearing for July 14, 2026.
Amendment No. 5 also establishes a new Athens-funded senior discount: a 10% reduction for up to 250 qualifying single-family households that meet HUD very‑low‑income thresholds and other criteria. Athens representatives told council they will work with staff to expand the cap if demand exceeds supply.
Council approved the amendment 5-0. Staff and Athens will proceed with additional outreach to commercial customers and prepare the Proposition 218 hearing materials.
