Light board opposes temporary garage, asks manager to advance permanent design and off-site options

Members said the November vote authorized a permanent garage at 15 Edgewater Road and urged staff to prioritize design and pricing for that plan. Operations staff told the board they had pursued three immediate pathways: (1) temporary prefabricated structures (aluminum frame covered with engineered fabric), (2) a permanent metal or block building requiring design and procurement, and (3) short-term off-site leased garage space. Staff said temporary structures can be procured faster and are rated for significant wind loads, but design, permitting and bidding for a permanent structure require architects and engineers and months of procurement.
The board moved and seconded a statement that it opposed erection of a temporary garage and asked the manager and operations team to present firm cost estimates for (a) the permanent four-bay garage approved in November and (b) the feasibility and costs of leasing off-site storage for the incoming vehicle at the board's next meeting. Members also discussed whether pursuing federal grant funds for a joint facility (a separate ongoing planning track) should delay or influence the garage work; staff said the grant planning process is still in a planning phase (phase four) and that pursuing grants does not preclude designing a permanent garage.
