Bardstown council keeps property tax rates unchanged, adopts Ordinance B2025-12

The Bardstown City Council on Sept. 9 unanimously adopted Ordinance No. B2025-12, keeping the city’s property tax rates unchanged for the fiscal year July 1, 2025, through June 30, 2026.
City Attorney Audrey Haydon-Blackmon read the ordinance, which sets a rate of $0.1610 per $100 of assessed value for real and personal property and $0.24 per $100 for motor vehicles and watercraft. The ordinance authorizes a 3.5% convenience fee on credit-card payments, establishes a 10% penalty for taxes unpaid by the printed due date, and applies interest of 1% per month or part of a month on overdue amounts. It also allows the City Administrator to waive collection of bills of $10 or less.
Councilman Franklin Hibbs IV moved to adopt Ordinance B2025-12 as read by the city attorney; Councilman Joe Buckman seconded. The mayor called the roll and the six council members voted aye. Mayor J. Richard Heaton then declared the ordinance adopted.
The ordinance states that collected taxes will be allocated to the General Fund for city services, including recreation, police and fire protection, general government, and street and highway maintenance. The ordinance takes effect upon publication and repeals any conflicting provisions.
The council did not record any amendments during the vote. No public testimony opposing the ordinance was recorded during the meeting. The council adjourned at 6:33 p.m.
