The Morris City Council approved a change order and accepted a certificate of substantial completion for the new Morris Municipal Liquor Store during the June 9 meeting.
City Manager Johnson explained the change order covers a consolidation of previously approved concrete work and a newly added dumpster/disposal expense caused by Stevens County regulations requiring construction waste be disposed of within the county. Johnson said the net change orders remain under $20,000 and the project remains under its estimated construction budget.
On the certificate of substantial completion, staff said the store is open following a ribbon cutting earlier in the day at 13 State Highway 28, but several finish items remain — including installation of beer‑cave doors, exterior landscaping and minor roofing repairs. Johnson and council members clarified that retainage and final pay estimates will be withheld until outstanding work is completed and that the certificate does not waive warranty or final close‑out requirements.
A council member moved and seconded approval of both the change order and the certificate of substantial completion; both motions passed by voice vote. City staff said Project One and Ring Doll Architects remain engaged to address the remaining punch‑list items and warranty needs.
