Adams Township accepts low summer paving and seal-coating bids as residents press for pothole repairs

On motions carried unanimously, the board accepted the lowest paving bid from Shields Paving and the lowest seal-coating bid from Russell Standard; both awards were explicitly conditioned on review by Township Engineer Richard W. Craft. The motions were moved and seconded on the floor and recorded as passing with all supervisors in favor.
Several residents who spoke during the public-comment period pushed the board to repair local roads first. Deanna Khemani of 99 Snowcap Drive asked the board to inspect Snowcap and Alpine drives and said, “there are a lot of potholes” and requested that they be filled in. Gray Weller of 109 Snowcap Drive reiterated concern about Snowcap Drive. Tim Stack of 240 Forsythe Road asked whether the paving bids included surcharges; Khemani also asked whether there was accountability in paving contracts.
Township Engineer Richard W. Craft responded to those concerns, saying the township’s contract documents include “an 18 month maintenance bond,” which he presented as a post-construction accountability mechanism.
The board’s acceptance of both low bids was recorded as contingent on the engineer’s final review of the bid documents and qualifications; the board did not vote in the meeting text to authorize contract execution pending that review.
Next steps: the engineer’s review will precede any final contract award or notice to proceed. Residents who raised roadway concerns requested inspection and repairs for Snowcap Drive and the end of Clubside Drive; the board did not set a specific timeline for those repairs during the meeting.
