Taylor council holds first reading to align plat approval rules with state law

The Taylor Town Council on Nov. 6 conducted the first reading of Ordinance 02025-01, a code amendment to allow administrative approval of technical land-division actions such as preliminary and final plats, site plans and lot-line adjustments to conform with House Bill 2447.
Manager Gus Lundberg and planning staff told the council the state bill limits the use of local public hearings for preliminary and final plats after Dec. 31, 2025, prompting the town to update Titles 17 and 18 to avoid conflict with state law. Staff emphasized that technically complex reviews — including input from fire, police, building, water and sewer — will continue and that substantive actions such as general-plan amendments and zone changes will still require public hearings.
Council discussed using staff expertise and outside engineering consultants for technical review; staff said the town already coordinates internal reviews and contracts engineering firms when needed. The amendment will be advertised and taken through required hearings before final adoption.
April Williams read the ordinance for its first reading; no vote to adopt occurred on Nov. 6.
