Taylor council holds first reading of updated dog license ordinance

The Taylor Town Council on Nov. 6 read for the first time Ordinance 02025-02, which would revise the town’s animal-control code to extend license validity, adjust fees and add procedural steps for repeatedly impounded dogs.
Police Chief Bobby Martin summarized the principal changes: town dog licenses would be valid for a full year from the purchase date with one- and three-year options; a 30-day grace period and late fees would be added; impoundment fees and quarantine fees for biting dogs would increase; and a jurisdictional hearing would be required after a dog has been impounded five times. Chief Martin said proof of rabies vaccination will be required before issuance of a town tag and town tags will expire concurrent with rabies certificates.
Chief Martin and staff also described shelter capacity limits (animals held up to 30 days due to kennel size and staffing) and said since June no dogs have been euthanized, a change credited to new Animal Control Officer Harvey Beck. The town is planning an animal-control Facebook page and exploring an adoption center subject to legal and liability review.
April Williams read the ordinance for its required first reading; council did not vote to adopt the ordinance at the Nov. 6 meeting. Staff indicated fees will be set and adjusted by council resolution rather than fixed in the ordinance text, and a subsequent meeting will include the second reading and any motion to adopt.
