The Lapeer County Board on May 28 entered into the official record a Committee of the Whole action adopting a resolution to authorize issuance of Limited Tax General Obligation Bonds, Series 2026 for the Community Mental Health (CMH) Bond Building Project, and separately adopted an emergency-management resolution creating a $100,000 Disaster Contingency Fund.
Per Motion 137-2026, the board recorded the Committee of the Whole’s May 14 vote to adopt the bond-authorizing resolution related to the CMH building project. A roll-call accompanying that record showed seven ayes and no nays. The Committee of the Whole had been granted authority to act on the matter previously.
Separately, Motion 143-2026 adopted the Lapeer County Emergency Management Resolution and directed the Chief Financial Officer to fund a Disaster Contingency Fund in the amount of $100,000 to be used only in correlation with declared emergencies or disasters.
The board also discussed facility matters related to CMH: the proposed fire suppression monitoring system for the CMH West Building (vendor noted as Thumb Alarm) was referred by Motion 144-2026 to the next Committee of the Whole, with authority to act. No contract award occurred at the May 28 meeting.
What happens next: Bond documents and related authorizations recorded by the clerk; contingency funds will be funded per the CFO direction and the fire-suppression monitoring system will return to the Committee of the Whole for further action.
