Fayette County Public Schools received an informational presentation on May 21 proposing an Energy Services Performance Contract (ESPC) to fund facility upgrades using projected utility savings.
Mr. Earl Byrd described a phased ESPC that would deliver LED lighting retrofits, HVAC controls and automation, and selected plumbing improvements. Dr. McPherson said the district’s annual utility costs are about $800,000 and preliminary analysis indicates potential savings sufficient to underwrite roughly $2.5–$3.2 million in improvements under a typical 15-year lease-purchase performance financing model.
The ESPC process would begin with a request for qualifications, proceed to detailed facility audits, and culminate in a master agreement and board approval before implementation, Mr. Byrd said. Board members raised questions about procurement rules, oversight, county financing procedures, and the long-term fiscal implications of a 15-year commitment. Mr. Powers recommended a refined implementation timeline; Mr. Wilson expressed concern about the long-term financial obligation.
The committee voted 3-0 to forward the ESPC item to the Executive Committee to determine next steps and committee assignments; no contract was approved at this meeting.
