Planning & Zoning recommends FY2027–2031 capital improvement program to council, with staff edits

The Sugar Land Planning & Zoning Commission reviewed the draft FY2027–2031 Capital Improvement Program on June 11 and recommended the list to city council with edits requested by commissioners.

Assistant City Engineer Robert Wilson presented a draft, unconstrained project list that includes airport improvements (terminal renovation and a southeast development feasibility study), drainage projects (Austin Parkway and Plantation Bend improvements), mobility work (sidewalk widening, Sweetwater Boulevard and Lexington Boulevard reconstruction, trail connections), parks rehabilitation and a number of water and wastewater rehabilitation and expansion projects.

Commissioners asked several technical clarifications. Commissioner Tilton requested corrections to project phase labels for the North WWT Phase 1B/2A items; another commissioner asked that language make clear the office will rely on a previously completed gondola feasibility study rather than funding a new aerial gondola study. Staff agreed to amend the draft to fix errors and clarify descriptions raised during the Q&A.

Chair moved to recommend the draft FY2027–2031 CIP to the city manager and council, amended the motion to include the edits discussed in the meeting and Commissioner Patel seconded the amendment. The motion passed unanimously (recorded 7‑0). Staff noted the list remains draft and fiscally unconstrained until council approval and budget allocation.

What happens next: The commission’s recommended and edited draft will be forwarded to the city manager and city council for review and incorporation into the budget process; staff will correct the project descriptions and phase labels as requested before final transmittal.
