City to consider nonbinding letter of intent with Garland County Library for 100 Park Avenue site

City Attorney Brian Albright presented a proposed nonbinding letter of intent between the city and the Garland County Library to explore development of a new main library at 100 Park Avenue.
Albright said the letter "would state the mutual desire of both parties to enter into further discussions should the funding come to fruition," but stressed that "there's no meat to this. This is merely an expression of intent. It's not binding." He said any development would be contingent on voter approval of a bond issue in November and that further negotiations about roles, responsibilities and financial commitments would follow only if funding is secured.
Board members asked whether the library's proposal included purchase or lease terms. Albright said the library's proposal did not specify purchase and that packet materials did not include the library's full proposal; he told the board that library representatives would be invited to the next meeting to answer questions. Director Web asked whether the nonbinding letter the board received by email matched the packet language; staff stated the packet will include the letter of intent and staff will invite library representatives to attend.
