Hot Springs to seek approval to buy ADA paratransit van using federal 5339 funds

Deputy City Manager Lance Spicer told the board staff will request authorization to purchase an Americans with Disabilities Act–equipped paratransit van priced at $106,647 using existing FTA 49 USC 5339 bus and bus facilities grant funds.
"The request is to get authorization to purchase a paratransit ADA van," Lance Spicer explained. He said the purchase will be funded with FY2023 federal allotment ($84,461), a FY2024 partial allotment ($6,188) and a local match of $15,998, and the vehicle will replace a largely inoperable 2013 unit with about 160,000 miles. Spicer said procurement will use the state cooperative purchasing contract.
Board members asked whether the vehicle adds capacity and whether drivers would need to be hired; staff said the van is a like-for-like replacement that returns the fleet to four paratransit vans and that staffing levels are adequate because drivers rotate between fixed route and paratransit service.
If approved at the June 16 meeting, staff said the city will surplus the inoperable unit (likely parted out) and proceed with procurement through the cooperative contract.
