The Parker Planning and Zoning Commission voted June 11 to forward Ordinance No. 201, a draft fireworks and fire‑prevention ordinance, to the city attorney and then to city council with two recommended edits.
Commission discussion addressed fire‑pit standards (maximum dimensions and noncombustible construction), the prohibition on burning during a county burn ban, and a staff‑raised operational concern that fireworks calls dramatically increase public‑safety workload on holidays. A staff speaker said Collin County guidance indicates the city may be able to regulate fireworks up to 5,000 feet outside city limits in some circumstances, which would affect nearby county properties that discharge fireworks on holidays.
Commissioner (speaker 6) moved to forward the draft ordinance with two edits: restate the clause on returning fireworks if a court orders them returned, and ask the city attorney to examine whether the city can legally extend enforcement 5,000 feet beyond city limits; the motion passed.
Staff noted technical edits (for example, rewording the return clause) and that the draft will be reviewed by the city attorney before council consideration. The commission asked staff to highlight citation and evidentiary issues—such as safe evidence storage for seized fireworks—during legal review.
Next steps: staff will submit the edited draft to the city attorney for review and prepare the ordinance for council consideration.
