The Parker Planning and Zoning Commission on June 11 recommended denial of the McCreary Meadows final plat after residents described worsening flooding and staff identified outstanding engineering issues.
At public comment, Alan Meyer of 7278 Moss Ridge Road told the commission that “since the McCreary Meadows development has taken place, our flooding has increased tremendously” and asked developers to construct a berm or a retention feature to keep water away from Moss Ridge. Miss Kahl Ali, who said she lives next to the proposed site at 6804 East Parker Road, also offered videos of recent rains, saying “I have videos, and I would like to see what's gonna be done about that if we continue to pass this.” Ahmed Tarhoni told the commission he has documented recurring flooding since 2008, described foundation repairs he paid for and said bulldozing and grading nearby have pushed more water onto his property.
Staff presented the McCreary Meadows final plat as a 46.654‑acre subdivision proposing 39 single‑family lots and told commissioners that construction is not complete and “all items in the 06/09/2026 engineering letter must be fully resolved.” Staff recommended the commission make a recommendation of denial to city council because the as‑built grading and final verifications were not yet available for review.
A developer representative said engineers designed the drainage to move water north into an existing creek, that as‑built grade verifications have been submitted and that most items on a 13‑item punch list were complete or scheduled. The speaker asked the commission to consider a conditional recommendation so the developer could appear before city council rather than missing the council calendar and waiting for months.
Commissioners expressed concern that approvals should not proceed until staff can verify that the implementation of the drainage plan matches design and will not increase flooding for neighboring properties. The commission moved and voted to recommend denial of the final plat; staff noted that a denial recommendation is advisory and the item will still go to city council, which is scheduled to consider it on July 7.
Next steps: the commission will forward its recommendation and staff will continue to review submitted as‑built grade verifications before council action.
