School committee holds first reading of FY28 capital plan; carriage house and small CPA requests discussed

Committee members asked about grant and Community Preservation avenues for funding, and staff said they have been coordinating with town leadership and will pursue grant options (green community incentives, CPA/WCCP) where applicable. The committee also discussed two near‑term CPA matters: a Winchester Historical Society request tied to the carriage house (the applicant submitted to WCCP but the application cannot proceed without school committee care‑and‑control authorization) and a late request from the Lincoln PTO for a small playground shade structure (approx. $8,000) that the committee could submit before the WCCP June 15 deadline if it chooses to act.
The committee asked staff to return with prioritization guidance, funding avenues and clearer detail on which projects might be eligible for CPA or other grant funding. No votes were taken on capital priorities on this first reading; the administration will continue to refine scopes and cost estimates for future committee action.
