Pembroke Board pauses tournament rentals of town park fields pending new agreement
Summary

The Pembroke Town Board voted on Sept. 25 to stop renting town park fields to tournament organizations while it develops a new rental agreement.
Councilman Edward G. Arnold Jr. moved the resolution and Councilwoman Kathleen Manne seconded it. The resolution says the pause does not specifically include the Pembroke Youth Association (PYA) or the Pembroke Central School District. The motion passed with three votes in favor (Arnold, Dix, Manne) and one abstention (Supervisor Thomas Schneider).
At a previous board meeting Ryan Raftery of GLOW Academy sought permission to use the town park fields for tournaments in 2026 and provided follow-up materials on Sept. 24. Planning Board representative Kevin Reeves and board members said summer tournament weekends required substantial town-staff time to maintain bathrooms and fields, increased port-a-john cleanings, and that bathrooms could not be left unattended during tournaments.
Councilwoman Kathleen Manne said the fields should not be rented for the foreseeable future until the board and town staff have a new agreement in place. The resolution further directs that when a draft policy is ready the Town Attorney will review proposed policies and procedures for a new rental agreement for all town park fields.
The vote: Resolution #63 was recorded as Ayes: Arnold, Dix, Manne; Abstain: Schneider; Nays: None; the minutes record the motion as approved 3–0 with one abstention.
What’s next: The board will circulate the current agreement to members for review; once a new draft is prepared the Town Attorney will be asked to review the policy before the board resumes rentals for tournaments.
