Lindsay public-safety report: arrests up amid increased staffing; fire and EMS calls decline

Police and fire leaders gave the council a mid-year public-safety update on June 10 that highlighted staffing gains, training and changes in call patterns.
Police: Chief Dave said police responded to roughly 3,710 calls for service (down about 9% compared with the previous two quarters) and recorded 293 arrests, an increase of about 11 percent attributed in part to increased staffing and more proactive policing. The department reported 747 police reports written for the prior reporting period and said recruitment produced 16 applicants for an open officer slot.
Fire and EMS: The fire division reported 718 total calls in the period, down about 20%, with fire-related calls down roughly 28% and EMS calls down about 24%. The department hired eight new reserve/volunteer personnel, completed wildfire-preparedness training and made equipment purchases to strengthen operational capacity.
Training and operations: Chief Dave described an active master training plan (re-certifications, perishable skills, crisis-intervention and de-escalation training) and steps to improve interagency investigative cooperation across nearby small agencies. He also noted operational improvements such as restroom and shower upgrades at the fire facility and ongoing recruitment and retention efforts.
During Q&A, the chief confirmed the city has an established complaint process for police conduct and said crisis-intervention training and strategic-communication training are part of the mandated perishable-skills cycles.
