Human Resources Officer Ashley Garcia described the critical‑need findings required by CalPERS rules and told the council the appointment would be limited to approximately 400 hours per fiscal year, provide no additional benefits and comply with CalPERS retired‑annuitant rules (including the 960‑hour annual limit). Garcia said the need arises from time‑sensitive water resilience initiatives, including Lopez Lake litigation, Zone 3 technical and policy matters, the city's water supply portfolio and water/sewer rate studies.
No public speakers commented on the item. A council member moved, the motion was seconded, and the resolution passed on a roll call vote. The appointment was approved with staff directed to follow CalPERS rules and report on work as required.
