Staff read Ordinance 8-2026, which would amend Ordinance 21-2025 (the city’s regulating rental dwellings ordinance). The draft sets a deadline of Sept. 1, 2026, after which no owner may rent a dwelling unit within the city without a valid rental permit or conditional rental permit issued by the dwelling commissioner's office or its designee.
The ordinance text sets the inspection fee at $75 per rental unit. Council members discussed the outreach and registration process. The Chair said letters notifying landlords have gone out in clusters and the registration form is available on the city website; staff said they were unsure how many landlords had completed registration so far. Council members noted the registration step is the first priority and that the inspection program will take more time to implement.
The ordinance was read into the record and set for adoption at the next council meeting. Staff and councilors agreed the registration requirement will allow the city to identify landlords and respond to complaints and code violations more effectively.
