Kern County Superintendents office outlines annual plan: review LCAPs, targeted assistance, and capacity building

Kimberly Graham, assistant superintendent for local, regional and statewide systems of support, presented the Kern County Office of Educations annual summary at the June 9 board meeting, laying out a three-goal roadmap for the coming year.
Graham said goal one is to review and approve every district Local Control and Accountability Plan (LCAP) and to frontload support—pairing districts with management and fiscal analysts before board adoption. Goal two is to provide targeted, data-driven direct technical assistance to districts that meet state criteria for intensive support, coordinating with statewide partners such as the California Collaborative for Educational Excellence. Goal three is universal capacity-building for all districts and charters using district data, professional learning, and networks to strengthen instruction and implementation.
Trustees asked how KCSOS measures trends and where needs are concentrated; Graham said needs vary by district but chronic absenteeism is a recurring concern and supports will be tailored to each district's identified priorities. She said staff can provide more detailed data on learning recovery in a separate presentation.
