Sylvania council approves downtown transportation contract and several procurement ordinances totaling millions

At its May 18 meeting, the Sylvania City Council approved several procurement and contract ordinances, the largest of which awarded the Phase 2 Downtown Transportation Improvements contract to Helms and Sons Excavating for $4,526,522.
Mr. Patrick Richardson presented Ordinance No. 87-2026 accepting Helms and Sons Excavating's bid and authorizing the expenditure; the emergency ordinance passed on roll call 7-0. The council also approved related and other procurement measures that evening: Ordinance No. 83-2026 (American Structurepoint, Inc.) to provide engineering and surveying services for Central Park/Garden Park/Rosewood Place Waterline Improvements, appropriating $93,738; Ordinance No. 84-2026 (The Collaborative) for master planning services for several city-owned facilities, appropriating $229,500; Ordinance No. 86-2026 to purchase one Brine Boss Automated Salt Brine Production System for $116,500; and Ordinance No. 88-2026 to contract with Tetra Tech for supplemental lighting design services, appropriating $20,000. Each ordinance was presented and passed as an emergency measure with unanimous recorded votes.
Council also authorized a third amendment (Ordinance No. 89-2026) to the agreement with Sylvania Compost & Recycling, LLC for green yard waste drop-off covering Oct. 1, 2026 through Sept. 30, 2029, and authorized administration actions to solicit Letters of Interest for waterline design engineering and to advertise for curbside refuse and recycling service bids. These administrative solicitations passed on unanimous votes.
The contracts and appropriations were recorded as emergency measures in the minutes; the meeting record lists the bidders, service providers and appropriation amounts as presented by council members. No public comment on these items is recorded in the minutes.
