She said outside counsel Brody Smith “neglected to answer any of the actual authority questions” about why the board contracted with LCT unilaterally. Teresa said she had expected code enforcement and planning officials to be at the meeting and told the board that both the town planning board and the zoning board of appeals appeared not to have been involved in steps the commenter said were prerequisite to administrative remedies. She warned that, without those administrative steps, pursuing an Article 78 would be difficult because “administrative options have to be exhausted.”
Chair Christine Crawford acknowledged the comments but the board did not take formal action or schedule a follow-up at the meeting. Commenters asked for the new town attorney’s contact information so they could forward documents; the board did not record a response on the record.
The comments raise procedural questions about which town bodies were involved in the LCT contract and whether staff or counsel will provide the clarifications the speakers requested. The matter was not resolved at the meeting and may return to a future agenda if petitioners or board members request further action.
