Board adopts FY26 appropriation amendment and approves personnel changes; payroll claims and tax suspension pass

The Des Moines County Board of Supervisors took several formal actions during its May 12 meeting.

Budget amendment and resolution: After a public hearing the board adopted Resolution 2026‑031 to amend FY26 appropriations. County staff summarized line‑item requests that together totaled $533,176, including carryovers for Mississippi River boat‑ramp parking‑lot repairs, a sign‑truck carryover, culvert work, computer purchases for Secondary Roads ($20,000), park dock purchases and other departmental adjustments. The public hearing received no public objections and the resolution passed on voice votes.

Tax suspension: A treasurer's request to suspend certain real‑estate taxes (an item brought forward by the treasurer's office with DHS approval) was approved by the board.

Payroll and personnel: The board approved a payroll reimbursement claim for $873.88 and several personnel actions. The board accepted a resignation from an assistant county attorney effective May 5, 2026, and approved hiring and pay adjustments including an IT system administrator position (Josh Yman) and anniversary/step increases for deputies and correctional staff.

Plat and property items: The board tabled Resolution 2026‑032 (final plat for Heritage Farms subdivision) to allow staff to verify septic‑system access and potential easement needs after public comment; the board opened a work session on possible sale of unused public‑health land and directed staff to proceed with a survey and draft sale terms.
