Boynton Beach staff to terminate Flock drone contract; proposes Sky-O/Axon drones with delayed payments

Boynton Beach police staff told the commission they will seek a mutual termination of the city’s contract with Flock after operational difficulties prevented deployment of a flightworthy drone program.
Chief Julio (speaking as the police representative) told commissioners the city entered the Flock contract over a year ago but has not been able to obtain an operational drone under that agreement and concluded termination would be in the best interest of the department and the city. "We decided it'd be in the best interest of the police department and the city if we terminate the contract with Flock because we don't see it being flightworthy probably anytime soon," the chief said.
As an alternative, staff proposed entering an agreement with Sky-O (an Axon offering) to purchase three drone first-responders — one of which would be assigned to the Building Department — paired with software to transmit real-time 911 data to the Regional Technology Command Center (RTCC). Staff told the commission the purchase structure defers payments until Oct. 1, 2027.
No formal purchase was approved during the agenda review; staff presented the termination and proposed purchase for review and said more formal procurement and contract documents would be brought forward for commission action.
