The Energy Transformation Advisory Board authorized further work to test economic‑development rate designs and pilot proactive grid buildouts after facilitators reported small‑group recommendations to quantify benefits and risks and to prioritize community benefits.
Katherine Ali introduced the work group’s Phase‑Two focus: (1) whether an economic development rate (discounted, long‑term utility rate in exchange for job or investment commitments) is appropriate for Massachusetts; (2) what regulatory changes to prudence review would be needed to allow utilities to build proactively before a customer is in place; and (3) how to select one or more pilot sites for pragmatic testing. The goal is to remove grid-related barriers that currently stall investment and business attraction.
Small groups urged the work group to be explicit and transparent about both sides of the ledger: quantify economic benefits (jobs, local investment, local hires) and clearly estimate potential cost shifts to other ratepayers. Facilitators recommended testing geographic and typological diversity (urban, suburban, rural) and engineering a community‑benefits framework so that local communities see direct gains (jobs, workforce development, priority for impacted neighborhoods).
The board voted to advance the phase‑two plan and pilot exploration, asking the group to report candidate sites and detailed guardrails in subsequent meetings. Participants emphasized combining supply‑side measures (local clean generation, bundled programs) with demand‑management to reduce the need for expensive grid upgrades and to protect equity.
