Commissioners approve up to $20M in revenue bonds for Huntersville landfill after environmental commitments

The vote followed a public hearing during which Commissioner Elaine Powell said she had reviewed documents, toured the site and raised community and town concerns about an approximately 220-acre expansion. Powell said Greenway committed in writing to join the North Carolina DEQ Environmental Stewardship Initiative, to replant native trees and to plot native-tree plantings as permanent tree-save or expanded stream buffers to provide "another level of protection for environmental stewardship." Powell urged that the company go "above and beyond" minimum requirements; she said the commitments were documented and influenced her support.
Commissioner Rodriguez McDowell echoed Powell's remarks, praising the company and county landfill director for their responsiveness and the additional voluntary measures. No members of the public spoke in opposition during the hearing; the resolution was then moved, seconded and approved by the board.
The financing measure enables Greenway Waste Solutions to access up to $20 million in revenue bond proceeds to support the project described during the hearing. The board recorded the motion as unanimous. The county clerk recorded the resolution to "approve issuance of revenue bonds in an amount not to exceed $20 million to provide financing for the special purpose of expanding, renovating and improving the existing solid waste disposal facility located at 15300 Holbrooks Road, Huntersville, North Carolina." The board closed the public hearing and then approved the resolution.
Commissioners framed their approval around the company's written environmental commitments and their expectation the project will include additional mitigation measures beyond minimum standards. The county will proceed with the financing authorization and follow up on the commitments Greenway placed in writing during the pollution control authority and public hearing process.
What happens next: county staff will complete the administrative steps required to effect the financing authorization and monitor the project for the commitments described by Commissioner Powell. The record and official resolution are on file with the clerk to the board.
