Town Manager Adam Mlam said approximately $113,000–$114,000 remained in ARPA‑eligible surplus funds and that the town would procure equipment for agencies from that balance. Council recorded allocations by motion: Crisis Assistance Ministries ($17,000) — with Council Member Clarence Brooks Jr. recusing because he serves on that board — Safer Kids ($2,000), Community Shelter of Union County ($6,000), a nonprofit read aloud as "M.A.R... C.U.S." ($2,000), the Council on Aging ($17,000), Common Heart ($17,000), Indian Trail Athletic Association ($17,000) under an extended recipient agreement, Food for Families (approximately $19,000), and Porter Ridge Athletic Association ($17,000) where Council Member Marcus McIntyre requested recusal for that item.
Council recorded each allocation by voice vote; the meeting transcript notes each motion carried unanimously except where members recused themselves. The Indian Trail Athletic Association and Porter Ridge Athletic Association allocations were noted as requiring or extending recipient agreements similar to prior distributions.
Council members and staff cautioned that some amounts are approximations and that final procurement would be driven by recipient equipment lists and invoices; a few dollars could return to the town if recipient purchases came in under the estimated amounts. Manager Mlam said staff would complete procurement immediately to meet fiscal year timelines.
