Indian Trail council adopts $32.18 million FY27 budget; allocates remaining ARPA surplus equipment to local nonprofits

Town Manager Adam McLam, who presented the budget, said the ordinance reflects small administrative adjustments since the manager's recommended plan and additional revenue from local ABC stores. "Total budget for FY27 32,178,654," McLam said, and he told the council the general fund portion is $27,632,065 and that personnel costs will represent about 19% of the total budget.
Why it matters: the budget is modestly smaller than the amended FY26 plan (a decline of just over 1%) even as consumer prices have risen; adopting the ordinance authorizes the town to carry out capital and operating programs for the coming year.
Votes at a glance: the motion to adopt the FY27 budget passed unanimously. Earlier in the meeting the council approved the consent agenda by unanimous vote.
ARPA surplus-equipment allocations: Council also voted to direct town staff to procure and distribute remaining ARPA-enabled surplus equipment to local agencies. The council described the pool of surplus as roughly $113,000–$114,000 and approved multiple allocations by motion: $17,000 to Crisis Assistance Ministries (Councilmember Clarence Alen Brooks Jr. recused and did not vote on that item); $2,000 to Safer Kids; $6,000 to Community Shelter of Union County; $2,000 to MARCuS; $17,000 to the Council on Aging; $17,000 to Common Heart; $17,000 to Indian Trail Athletic Association (to be governed by an extended agreement like a prior arrangement); approximately $19,000 to Food for Families; and $17,000 to Porter Ridge Athletic Association (Councilmember Marcus McIntyre recused from that vote). All motions passed as recorded.
Council members noted the allocations are equipment (not direct cash grants) and that awardees must supply lists/requests for the stated amounts for procurement to proceed. Town staff warned some final-dollar rounding may occur during procurement and said any unused dollars would remain with the town.
What's next: With the budget adopted, staff will finalize spending plans and return to council with required implementing resolutions and any project-specific details. For the ARPA equipment allocations, staff will complete procurement and the administrative agreements discussed for organizations such as the Indian Trail Athletic Association.
