Afton council amends equipment reserve and passes budget, approves water and sewer code changes on second reading

The Afton Town Council passed Ordinance 647 on second reading May 8, 2018, and approved a housekeeping amendment to how a street equipment reserve is handled.
Council Member Jason C. Inskeep moved to pass the annual budget ordinance for the fiscal year July 1, 2018–June 30, 2019 (Ordinance 647). He also moved to amend the motion so that the funds placed in line item 106078 within the Street Department, labeled "equipment reserve," be placed in a separate savings account at the end of each fiscal year. Council Member Rick Merritt seconded the amendment and the motion carried unanimously.
The council also passed Ordinance 648 on second reading, which amends Title VIII of the Afton Town Code pertaining to the town's water and sewer enterprises. Town Attorney Dale Cottam advised that provisions regarding developer-installed improvements would be added to the ordinance before third reading. Council Member Inskeep moved to pass Ordinance 648 on second reading and Council Member Merritt seconded; the motion carried unanimously.
Both ordinances advanced on second reading; the council discussed next steps for finalization and a third-reading addition for Ordinance 648. The council's next regular meeting is scheduled for June 12, 2018.
