Regional board ratifies $3.2 million in HOME allocations for three affordable projects

The Truckee Meadows Regional Planning Governing Board on June 11 ratified recommendations from the Washoe County HOME Consortium to allocate HOME funds to three affordable‑housing projects.
Jeremy Smith, TMRPA staff, introduced the item and Shaunie Susa, chair of the HOME Consortium, and Alexander Sigura Garcia, the City of Reno housing compliance coordinator, explained the allocations. The consortium reported receipt of approximately $3.2 million for development and about $768,000 for a regional affordable‑housing trust fund that will help fund the City of Reno’s rental and deposit assistance program for households at or below 60 percent of area median income.
The three approved projects will add a combined 124 units to the region’s affordable housing stock. Summit Heights Phase 2 will provide 42 senior units (55 and older) with rents capped at 60 percent of AMI and will be developed by Green Street Development. The Reserve at Sparks is a 40‑unit multifamily project developed by Northern Nevada Community Housing with rents at or below 60 percent of AMI. The Reno Avenue project, led by the Reno Housing Authority, will deliver 42 multifamily units with rents capped at 50 percent of AMI; 24 project‑based vouchers are pending approval.
Board members asked about the board’s role in ratification; staff and commissioners explained ratification authority derives from the interlocal agreement that created the consortium and assigns final ratification to this governing board after technical review and director approval. Commissioner Devin Ree and others praised the consortium’s vetting process.
After brief discussion the board moved, seconded and approved the ratification by voice vote. The motion directs staff and partners to proceed with the funding allocations as described in the staff report and accompanying attachments.
The action is procedural ratification of funding decisions made through the HOME Consortium process; no additional program conditions were added by the governing board at the June 11 meeting.
