Committee members expressed concern about removing all guidance for families building or about to occupy a home and asked for alternative wording that would allow enrollment in near‑complete dwellings on a superintendent discretion basis. One committee member suggested the language be reworked to allow enrollment when a dwelling is substantially complete or close to receiving a certificate of occupancy and for decisions to be approved or denied by the superintendent.
The new McKinney‑Vento policy copies federal protections into a standalone district policy and aligns operational practices (liaison roles, transportation coordination and dispute resolution). Counsel suggested deleting a redundant parenthetical reference to a "best interest determination" that is covered elsewhere in dispute resolution language.
Both drafts were presented for first read; the committee requested council and counselors refine language around imminent residency cases and inclusive pronouns (replace "his or her" with gender‑neutral terms) and scheduled second reads at the next meeting.
