Cromwell electors approve $23,900 dog fund, $100,000 sidewalk fund; Cassidy Nimmons confirmed as town secretary

CROMWELL, Conn. — At a special town meeting on June 10, electors in Cromwell approved two special-revenue appropriations and confirmed Cassidy Nimmons as the town’s secretary.

Mayor James Demitriatus read the legal notice for the meeting and said the body would act on two appropriations for the 2026–2027 budget year. "Notice is hereby given to the electors of the town of Cromwell…" he read before listing a $23,900 dog fund and a $100,000 sidewalk fund, and announcing the meeting location at Cromwell Town Hall Council Chambers, 41 West Street.

The dog fund appropriation (1A) was moved by Jack and seconded by Paula. After electors indicated their assent verbally and by raised hands, the motion carried.

Finance Director Sharon Dvau explained the sidewalk appropriation before electors voted on item 1B. "So in the general expense, you approved $100,000 at the budget time and that is what I transferred to the sidewalk fund," Dvau said. A follow-up question about why the item required a separate vote was answered in the transcript with the single-word explanation, "statute," indicating a statutory requirement for the town-meeting approval.

The sidewalk fund appropriation, which the chair noted had been previously recommended by the town council and approved at referendum, was moved by Jamon and seconded by Brian; electors voted in favor and the motion carried.

Earlier in the meeting, electors made Cassidy Nimmons the temporary acting secretary for the session and then voted to appoint her as the official town secretary (motions moved and seconded; electors affirmed both motions). The appointment and the appropriations were the only items noticed in the legal warning dated June 4, 2026.

The special town meeting adjourned at 6:55 p.m.; the regular meeting was scheduled to begin at 7 p.m.
