The Allegany County Ways and Means Committee on June 10 approved several personnel and small-grant items, including creating a second paralegal position in the county attorney's office and accepting state and private funds for celebrations and veteran services.
The county administrator asked the committee to accept and budget a $15,000 miscellaneous operating expense (MOE) grant from New York State for the nation's 250th celebration; the administrator said the grant includes an approved $5,000 request from the Daughters of the American Revolution for a monument in Angelica and that remaining funds could be distributed to towns and villages that submit activities. The committee voted to accept the MOE and budget the funds.
The county attorney requested a resolution to create and fill a second full-time paralegal position, explaining that recruitment and retention for a second assistant county attorney and support staff have been difficult and that the attorney has funds to cover the remainder of 2026. Legislators said they would assist with recruitment. The committee approved adding the paralegal position and moving the request forward.
Personnel Officer Bud Ingersoll requested permission to process increment increases beginning July 1, 2026 for employees eligible per resolution 1-69 (noting that employees hired between July 1 and Dec. 31, 2025 were scheduled to receive their first increment in July rather than on Jan. 1, 2026); the committee approved the action.
Director of Veteran Services Michael Meddaugh asked to accept and appropriate two $2,000 donations (from Jones Memorial Hospital and the Legion Riders) to support the county Veteran Services Dwyer peer-to-peer program; the committee approved appropriating the $4,000 to the 2026 budget for office equipment and program support.
Director of Economic Development Ashley Smith requested permission to fill a temporary full-time office aid position (approx. 320 hours; estimated pay $5,120–$5,760; benefits $1,200–$1,300), funded fully by county funds; the committee approved the hire.
