Council approves Hutcherson Engineering agreement for Canon Park entrance and drainage work

The Canon Village Council on Tuesday approved an engineering-services agreement with Hutcherson Engineering to rebuild the lower-bowl entrance to Canon Park and address drainage issues.
JD of Hutcherson Engineering described the scope and told the council the proposal includes administrative support, requests for information, and a $6,500 allowance earmarked for construction inspection. He recommended the village consider coordination with Rock Island County, which is planning nearby work, to achieve better pricing and reduce duplicate mobilization costs.
"We put our bid out right after the county awards theirs. Then I think you'll get really good pricing probably from a contractor, but maybe it's already mobilized," JD said, recommending timing coordination.
Staff said the project has an allowance in the draft budget to cover engineering services through the current fiscal year and that construction is expected in 2027. The council approved the professional-services agreement by roll call.
Next steps: staff will execute the agreement and continue coordination with county engineers and IDOT letting schedules to time construction work to reduce disruptions and costs.
