Council passes parking, budget and ethics measures; to stop collecting fire district impact fee

Council adopted Ordinance 5 on second reading to appropriate additional sums for the city’s 2025 budget; staff recommended passage and no additional public comment was received. The motion passed unanimously.
In a more contested vote council adopted Ordinance 6 on second reading to amend membership and procedures for the municipal ethics commission. Council Member Amy Schmisher said she worked with city counsel to refine the language to ensure a fair process and clarify structure; the motion passed 6‑1, with Council Member Tony voting no.
On first reading the council approved Ordinance 8 to repeal the city code chapter that had required the building department to collect the fire/EMS impact fee on behalf of the fire district. Staff explained it is a procedural change: the fire district will collect the fee directly at its station and will continue to be part of the permit referral process; council approved first reading of the repeal.
Consent agenda note: the council also awarded bid 60‑26 for a John Griffin reservoir feasibility study to River Science, not to exceed $52,100; that action passed as part of the consent agenda.
