The Carlisle City Council approved construction payments and a change order tied to the public library renovation at its Feb. 23 meeting. The consent agenda included Pay Application #5 to DDVI Inc. for the library renovation in an amount not to exceed $155,111.37 and Change Order #3 in an amount not to exceed $39,487.31.
