The Carlisle City Council on Feb. 23 approved a package of procedural actions that advance a public-works project and revise city policies. The council set bid and public hearing dates for School Street public improvements under Resolution 20260223001 and approved updates to the city purchasing policy (Resolution 20260223002) and a new communications policy (Resolution 20260223003).
The motion to receive and file Resolution 20260223001 and to set the bid and hearing dates for the School Street public improvements passed on unanimous consent after being recommended by staff. Councilmember Beth Sauter moved to receive and file the resolution; the motion was seconded by Councilmember Rudy Cataldo.
Councilmember Andrya Carter moved, seconded by Krista Beck, to approve updates to the purchasing policy; that resolution passed unanimously on a roll call vote. The council later approved the communications policy by roll call, with a 4–1 vote; Carter was recorded as voting 'nay.' The minutes do not record Carter’s rationale for the dissent.
