Butler County Board of Equalization approves tax-roll corrections, adopts three-year assessment plan

The Butler County Board of Equalization met June 1, 2026 at the Butler County Courthouse in David City and approved a series of assessment and tax-roll actions affecting county taxpayers.
Chairman Scott Steager opened the meeting, noted that the Open Meetings Act is posted in the room, and the board approved the minutes from the previous meeting.
County Assessor Vickie Donoghue presented a list of properties she identified as overvalued and undervalued. Scot Bauer moved, and Brad Vandenberg seconded, "to approve the list as presented." The motion carried with all present voting yes (Aye: Bauer, Vandenberg, Coufal, Sypal, Griess, Steager; Absent: Krafka).
Donoghue then presented a set of tax-roll corrections. The board approved the corrections on a motion by Bob Coufal, seconded by Jan Sypal. Key changes included a $1,343.02 refund to Harold Heins, noted as a taxpayer request concerning a 2021 sprayer for tax year 2025 with Ag Direct Financing paying the tax; an added tax of $126,682.10 for Double Dutch Biogas after the taxpayer amended its 2025 personal property return; and three late-filing adjustments for Bradley Prochaska totaling $251.82 for tax years 2023–2025 ($21.66, $13.96, and $216.20, respectively). The board voted unanimously to approve the corrections (Aye: Coufal, Sypal, Griess, Bauer, Vandenberg, Steager; Absent: Krafka).
Donoghue reviewed the county's Three-Year Plan of Assessment covering 2027–2029. Brad Vandenberg moved, and Scot Bauer seconded, "to approve the Three-Year Plan of Assessment as presented." The motion passed unanimously (Aye: Vandenberg, Bauer, Griess, Sypal, Coufal, Steager; Absent: Krafka).
The board set dates for valuation protest hearings on July 6, 2026 at 11:00 a.m., July 13, 2026 at 9:00 a.m., and July 20, 2026 at 11:00 a.m., on a motion by Jan Sypal and second by Bob Coufal. The motion carried unanimously. The Board of Equalization session was exited at 9:21 a.m. on a motion by Scott Griess, seconded by Scot Bauer.
The actions approved on June 1 affect the county's assessment records and create the schedule of formal protest hearings for property owners who wish to contest valuations. County Clerk Lori Aschoff and Chairman Scott Steager signed the minutes at the close of the session.
