City staff told the council they are considering a short extension of the current exclusive trash and recycling contract with Republic Services through December 2025 while the city plans to advertise requests for qualifications (RFQs) for waste and recycling service in mid-2025.
The law director said the city would post RFQs for trash/recycling and trash-only service in July or August 2025 and that, if Republic Services did not secure the next contract, the company would be given time to remove its bins and allow a new vendor to take over at the start of 2026. Council was told Cyclone Services has been purchased by Rumpke Waste & Recycling and that company is transitioning operations.
Officials described requested service improvements, including asking Republic Services not to drive in the curb lane (the weakest portion of the road) and to collect both sides of stub streets in a single pass so trucks do not traverse those streets multiple times during collection weeks. Mr. Tarolli asked whether use of smaller trucks or damage to roads had been discussed with Republic; staff said those topics were under discussion. Mr. Morgan asked whether the future contract would be closed; Ms. Shenker replied the current ordinance establishing exclusive service was enacted in 2019 and that the upcoming RFQ would address the tri-plex definition and other clarifications.
No formal contract extension vote was recorded at the Jan. 28 meeting; staff said they expect a small price increase for a requested ten-month extension and will monitor road damage and negotiate operational changes with the vendor as needed.
