Service Director Allen Pennington explained the City rejoined a Cuyahoga County Solid Waste District consortium and solicited bids on behalf of the group. Kimble Companies (Twinsburg, OH) submitted the lowest bid for solid waste disposal at $46.69 per ton for the first contract year beginning Oct. 1, 2024; Council approved Ordinance 2024-66 to enter an agreement with Kimble. For recycling processing, Waste Management of Ohio submitted the lowest bid at $18.37 per ton, which Council approved by passing Ordinance 2024-67. Pennington said the lower processing cost supports the move to loose (cart) recycling and represents a significant savings versus prior bag‑based arrangements.
Pennington also reported an additional 185 residents had opted into the recycling cart program after the original opt‑in cutoff; Council approved a $1,036 change order to Otto Environmental Systems for assembly and delivery of the extra carts, with delivery expected the week of Sept. 16 and program start targeted for Sept. 30.
Pennington noted Mentor MFG provided a post‑bid price quote for one Kubota utility refuse collection vehicle at roughly $21,920; Council approved that purchase after two unsuccessful bid attempts. Council members thanked staff and noted the procurement decisions were within budgetary expectations.
